Should I retake ACT for UNC-CH transfer?

I'm currently a freshman at centre college. After realizing finance is what I really, really want to do, I've been looking at "target/semi target" schools I think I could realistically have a chance at. UNC(CH) has a pretty high transfer rate, and I'm OOS but I've read that's not taken in account for transfers.

HS GPA - 3.86 UW
4 AP my junior year, 4 AP my senior year.

ACT - 29 comp

My college gpa could be from a 3.3-3.7 I really don't know yet. I'm thinking to the higher side... Econ calc chem and humanities my first semester (Chem killed me). Will my class rigour be taken into account at all?

Good EC/Volunteering in HS although not amazing. Worked at Dow Corning (big chemical company) for exactly 1 year as a lab tech in the Quality Assurance lab. Currently doing Work Study, HOPEFULLY I can get a job at the bank over winter break and this summer as a bank teller. (then I'll try for IB interns but that's besides the point)

Working on college EC/Volunteering atm, but it seems like I just got here sometimes...

And a really, really important note -

Should I retake my ACT? I could take it in Feb 9th, and study for it this winter break now that I actually know how to study. I feel like I could get a 31, maybe 32. Would this be worth the time/money investment?

Anyone have any advice?

I talked to all of my professors minus one today.

And the general consensus is I’ll most likely have a 3.4 college GPA… I could possibly have a 3.5 GPA though depending on finals.

However, my high school GPA is actually 3.89 not 3.86 (not much of a difference, but I did better senior year). If I took the ACT and got a 30+ with a 3.89 UW HS GPA, would I still have a chance of getting accepted as a transfer with a 3.4 college GPA?
