I want to apply for top 20 engineering graduate school. My GRE is 480V+800Q+3.5AW. Should I retake it? My GPA is 3.8+/4.0, rank top 10/150. I have research experience, but don't have paper. Will the GRE score be a big limitation on my application?

You’d better take another one, for most of top 20 schools have strict requirements for the candicates

The problem is taking another one will probably not improve my score significantly. At most 1350+4, I think. I’m an Asian student in a top 5 university in my country. I want to apply for PhD in EE. Will it help if I first get a master degree in the US? Some students with similar background as me in my school are admitted to the Ivies as masters. Ivies are prestigious, but not the best engineering schools. If I apply for a master first, is it better to select a prestigious university or one strong at engineering?

Retake it if you can improve your scores. If not, then apply anyway to your top choices for a PhD and some safety schools too. Grad school admissions are a gamble sometimes so it doesn’t hurt to try, unless you can’t afford to apply to many schools.
