Should I retake the SAT and take the ACT for transferring?

I'm currently in a Community College after a bad three semesters at a four year institution. My SAT score when I took it in high school is a 1940. Would retaking the SAT's and getting a higher grade (2200+) help my chances of getting into a better University (and help me avoid the dreaded "archive fee"), or should I stick with the score that I'd already received? I want to take the ACT's as well, with the same considerations as to whether or not they'd help my chances as a transfer applicant.

Basically, my high school record is great, but my college record is pretty bad. I’m now enrolled in a Community College, looking for ways to increase my chances of getting accepted into a good four year institution.
