I took the SAT for the first time this May (junior year) and got:
Reading: 720
Writing: 800
Math: 560

Now, I'm not looking to go to a top school, don't have grades for that, but this summer, I took online math courses to fulfill credits. My math has improved a lot and I think I could get a much, much better score than that. However, I'm afraid to risk my 800. My reading will probably not fluctuate or get worse.

Should I retake? I'm not sure which college I'm even going to..

Also, with these kinds of scores, what kind of college am I looking at? If GPA was neutral...

Well, if you can get an 800 in writing, you can most likely at least get a 750+ in a retake.
You should raise the math score, but it’s all up to you.

Yeah, you can superscore; and if you don’t schools will. So, don’t worry about getting less than 800 on writing, just do your best on math. Considering you got such good scores on CR and writing I’m sure you’ll be able to pull up at least 650 on your second try.
The best way to determine whether you should retake however, would be to take an authentic CollegeBoard test and see what you score on the Math.
If you consistently get 620+ on your practice tests, definitely retake.
