Should I send a 23/1660 to a college that is test optional?

I am applying to DePaul University and they are test-optional. However, if you decide to be test-optional you are required to write 4 1-2 paragraph writing supplements about your goals, challenges, and involvement(maybe it will display more interest since I did not go to a college visit?).
From their website “The middle half of the students got between a 23-27 on the ACT”.

My WGPA is a 3.77554 and UWGPA is 3.47554 with a class rank of 30 out 470 students.

Here are my ACT and SAT sub scores:
English 23, Math 24, Reading 21, Science 22, Writing/Eng 22

SAT: CR: 570, Math: 500, Writing: 590(10 on essay)

@2020classx I would always think that writing and getting your point across speaks volumes more about yourself than just a single score on a test you took once in your life. I’d put the work in and really refine it, so that it puts the best you in the view of the admissions office.

I would not send 25th percentile scores to a test-optional school.

I feel like my scores are average at Depaul and they are slightly above average nationally?

At one test optional school we visited with my D they said flat out if you are not close to the 50% mark you are better off not sending in standardized tests. From what I read below the average ACT for DePaul is 25.4 so I would start writing.

The test optional scores are not really test optional because they don’t value tests over actual achievement. Most are test optional so they can accept full pay students whose scores would impact poorly on their averages and would lower their rank on US News list. You are on the low end of their continuum. I’d not sand them.

No, start writing.
