Should I send an e-mail indicating interest?

I'm an international student who's applying to transfer to a Top 10 school. It has been my dream school for two years (I was previously deferred and rejected) but due to my low high school GPA, most likely, I was not accepted. My college GPA, however, is much stronger. I'm happy at my current school, but I'm convinced I'll be happier there. In fact, it's the only school I applied to this transfer season but because I'm international, I've had to be overseas and never got to interview with the school. Should I e-mail them about my strong interest in attending, or it is too much at this point?

If I e-mail them, it'd be mainly about:

My experiences as a summer student at the college and why I want to transfer, and that it's the only school I'm applying to

How I grew as a person socially, emotionally and academically since I started college

It’s not going to hurt, but it’s unlikely to help. Top 10 schools get many more qualified applicants than they have spots to fill, they know that ALL applicants are very interested.
