Should I study abroad?

I got waitlisted/denied from most Ivy League and Ivy equivalent schools. Johns Hopkins and Duke are the only two acceptances I received from top tier universities, but the financial aid I got is pitiful, and it would cost too much to attend either school. As of now I’m set to go to SUNY Binghamton because I can graduate in two years there, but I was wondering if I should go study in Germany at the Albert Ludwigs University of Freiburg. They have a bachelors in physics that’s taught in English, and I’ve read that they’re a good school. I was wondering which school would look better in the eyes of grad schools (I know where I study isn’t the only factor but a good school helps). My dream is to end up getting a PhD in physics at Cal Tech or UChicago (waitlisted at both for undergrad studies ugh) and I was wondering if Binghamton or Freiburg would look better in the eyes of either of those two schools.
