SAT: 1950 (610 CR, 630 WR, 710 M)
ACT: 28 (24 R, 27 S, 30 Eng, 32 M) don't know what happened in reading, it was unexpected.

So, should I submit both or will the low reading score on the ACT hinder my application?
(will be applying to UCs)

Hmm tough one. Well, you can use an ACT/SAT conversion chart.
1250–1280 (Math + CR) = 28

YOUR Math +CR = 1320 (About an ACT 30).

So, based on that, just send your SAT. It’s more impressive.
