Should I Transfer? CS Major

Hi everyone, I am from Connecticut. I am currently attending Southern CT State University. I am planning to transfer to other schools next semester, not because my school is not good, but because I want to chanllenge myself and since I am a CS major, graduateing from a better school (ranked) will likely help my career(Probably?).

So my college gpa is 3.8, second year in college, SAT is very low... (<1500) because I have only been here for less than three years, so the SAT English parts are tough for me.

So here is a list of my targetted schools:

UW at Seattle
Uconn
PennState - u park
UM - college park
Ohio State
University of Wisconsin-Madison
Syracuse
RIT

I know most of them are public schools, which they will likely not give me too much grant.

My major is computer science, I wonder if I should transfer to schools like UW at Seattle? Since CS is a very common major, I am not sure if should travel that far to Washington for this reason.. Any suggestion?

And also, I know public schools are likely to reject out-of-staters. Do you think I can get into one of these schools with my score and GPA? (I have some joined clubs and putnam exam seminar group something like that)
