Should I try to apply as a Canadian or an American???

Firstly, when I read on some of the top colleges websites that they treat international applications the same, do they mean it or are they just saying it to sound good? If the latter....

Very recently, my dad was talking to his friend about me, and he said that this obscure provision, because I'm a Canadian Indian, could let me apply in the US as an American Indian. I done some research on government websites, and basically it says I am considered by the US Government “an American Indian born in Canada”. Even further, it says I don't need a Green Card as long as I have my tribal documents, but can get one if I want! It also said "USCIS is not adjudicating an application to become a lawful permanent resident, USCIS is verifying a status which the person already has and issuing documentation thereof."

Because I don't have any time, do you think American universities would just accept my tribal documents on this basis, and also how would finantial aid work out? Is an SSN really needed, cause the SSA office is like 20 hours away. Seriously, I can't find much more on this and I wondering if anyone's ever heard of something like it. Help please!!!

When colleges mean "American", I'm sure they mean American citizens. Since you're born in Canada with a Native American descent, I (I stress "I") would consider you as a Canadian...

You can contact that university about it, this seems to be an issue most here not know well about, including me.

There might be a difference in how they treat you for admissions versus financial aid. Many top colleges treat international applications the same for admissions, but do not have as much financial aid available for international students. My guess (and that's what it is) is that you might be treated the same as an American for admissions, but would not be eligible for the same financial aid. This doesn't mean you necessarily get no financial aid, just that there would be less money available.
