Should I use my early decision on Cornell Engineering?

I'm debating on whether or not to use my early decision for Cornell Engineering. My top two schools are Cornell then University of Illinois. I live in Illinois, so that may help somewhere.. Here are my specs

GPA 4.18
Rank 40/460ish
ACT Composite 29
Math 31
Science 30
Reading 29
English 24
With Writing 23 (8 on writing)

This ACT was taken at the end of Sophmore year, and I've taken another about a month ago, and I'm taking another in June. I believe I did alot better on the most recent one. (I'm a junior right now)

Will have 3 Varsity tennis letters by end of the year
Renaissance
R.U.D.E. (club to "Reduce the use of alcohol for everybody")
Tri-M Musical Honors Society
4 years of band (3 in honors jazz band)

By the end of High School I should have completed the following AP Courses

AP Chemistry
AP US History
AP Physics
AP Calculus
AP Spanish IV
AP English
AP US Government

I'm planning on starting to organize a robotics club by the end of the year, and hopefully it will be running next year.

I have 45 hours with Habitat for Humanity and I'll be adding around 60 more this summer.

And would it be better to have a higher composite score and lower math/science, or use the lower composite with the higher math/science (science was tougher on the most recent act)
