I've heard that when colleges take people off their waitlists they basically look for the applications which have the most updates since April 1st. Is this true, and if so is it a smarter strategy to bank on at least being waitlisted and then send in a bunch of updates all at once or send in some updates as they develop before decisions come out?

Send in any major updates to your application when they happen. What are examples of major? A major award … a concert recital … a publication … a science prize … etc.
