We live in Colorado.

what is her current GPA.

Her current GPA is 3.37

All these schools are still accepting applications, including for transfers.

Adams State University
Colorado Mesa University
Colorado State University
University of Northern Colorado
Western State Colorado University

So at the end of her first year, she lost her scholarship already? Does it downgrade to a different level of money or they just take it away?

Check if there is a grace period. Some schools give a semester to rebound.

When you say that she ‘has’ a 3.37 going into finals, is that cumulative with the projected second semester grades (I should get a B in x and y, and an A in q and r), or is that the first semester grades?

Also, depending on what type of final it is, hope isn’t lost yet. I know quite a few students who routinely manage to pull their grade up a letter grade by studying and working hard for the final. If she is going to be extremely, extremely close in a subject and would be able to get an A instead of a B, for example, but studying hard, do it.
