<p>When a scholarship, that needs to be hand-mailed, states that it should be SUBMITTED by March 31, does it mean that I must have it in the post office by that date or that they should have it in their hands by that date? I need to know so I can make my order for shipping my scholarship things..</p>
<p>I would be safe and think of that as a “in their hands by” date. If they meant for it to be in the post office by then, they generally say “post-marked by”</p>
