Silly question

I've been doing some searching for scholarships, and there are a lot of scholarships that are only applicable to certain schools. If I don't know whether or not I'll be applying to the school. Can I apply for the scholarship/enter the scholarship competition, even if it isn't known whether or not I'll attend the school?

That type of school specific scholarship is determined by the school at some point during the actual admissions process (once your admission app is received and in the review process).

Right, Violadad, I understand there there are some scholarships that are awarded based on your application. But what I'm asking about is outside, private scholarships that are only applicable to certain schools. I.E. a legal profession scholarship that is only applicable to Nebraska schools. Can I apply, even if I don't know if I'll attend a Nebraska school, and simply turn down the scholarship if I do indeed win it and attend a different college?

I misunderstood your question.

Under those circumstances, I'd follow the path you outline.

Another course of action is to contact each specific scholarship fund or foundation and see what they would recommend.
