if i apply to an ivy league...from Canada.
do i count as international?

Yes. This applies to all American colleges, not just ivy leagues
Being Canadian is different from being American.

is it much harder to get in if im from canada? (international?)

In general, it IS harder to get in as an international.

You count as an international for the purposes of admission; you're placed essentially in the same group as Americans though for financial aid (at most if not all of the Ivy League schools, Canadians and Mexicans benefit from need-blind admissions, whereas other internationals may be need-aware) There are some other schools where Canadians get need-blind consideration while other internationals are need-aware.
