I was accepted into UC Riverside as a transfer student. I attended UC Irvine but I withdrew from there. Can I go back to UC Irvine after submitting my SIR at UC Riverside and not taking any classes at UC Riverside ?
Did you apply straight to UCR from UCI, or did you go to a CC in the mean time? Why would you SIR to Riverside and then not take any classes? Can you clarify?
You should call UCI and ask if you are still eligible to return. Were you in good standing at the time of withdrawl?
You have to contact Riverside and find out. We don’t know the terms of your withdrawal.
Even if you were not in good standing, the rules are you straighten it out with courses at the UC.
I withdrew from UCI in good standing so I am eligible to return. I am going to community college and I have not submitted my SIR to UC Riverside. I wish I could clarify why I want to SIR and not take any classes but that would be a whole another complicated story.

I called and I found out that I can be re-admitted but I am not sure what you mean about enrolling without being re-admitted.
Do you have to re submit the UC app is what I mean, or can you just start enrolling in classes together?
Being re-admitted makes me think that you would have to re-apply, did they say you can enroll for this fall?
Edit: actually, since you took CC units you probably do have to re-apply
Hmm, you have gone to a CCC in the interim. I really don’t know. It seems like you would have to reapply, but I have no idea.
UPDATE: All right, I just reread again. So you applied as transfer, after dropping out of Irvine, got into Riverside, but now want to SIR to UCI? Did you apply there last November and get accepted? If so, you can just withdraw your SIR and SIR to Irvine. I’m kind of more confused now. 
Since I withdrew in good standing , I can just re-enter any quarter without going through the application process. I did not tell them that I am taking community college classes…
You need to tell them you’ve taken CC classes, and then ask what you can do to be re-admitted.

Any classes you’ve taken since you left Irvine, you are required to tell Irvine about. They then have to determine whether or not you need to reapply through the normal application process in November, or whether you can just begin courses again. Only UC Irvine can tell you that.
Assuming that you told UC Riverside about the courses you’ve taken at community college, then the choice is yours as to whether or not you want to attend riverside . But that is completely separate from whether or not you can attend Irvine.
