I am currently a Junior in high school living in NH. I’ve been narrowing my choices down for college and am unsure between my top choices of San Jose State University vs San Diego State University. I plan on majoring in Graphic Design. Which school has a stronger design program? What about the student life, culture, etc? Do they accept NH college credits?

I would not try to narrow down your choices until you are actually accepted at both universities. Are you narrowing down to figure out which to apply?
Since you are Out of State, you do realize that neither school will offer you financial aid, so expect to pay close to $40K/year to attend which includes tuition/housing/books/transportation etc…
Regarding Graphic Design programs, both have good design programs but I would check each school’s design curriculum to make sure that the areas of the study will meet your needs.
OOS college credits may be accepted, but I would try to contact admissions and have them review your transcript to see which if any credits would be accepted.

As an OOS applicant, only AP/IB or DE courses count for the extra honors points and Cal States use capped weighted. Also make sure you meet the a-g course requirements for the Cal States.
Cal states admit by major and Eligibility index (CSU GPA x 800) + (SAT Math+CR) or (CSU GPA x 200) + (ACT composite x10). An EI of 4100+ SAT and 1000+ ACT is competitive for SDSU and for SJSU around an EI of 3000+ SAT.
SDSU is an impacted campus meaning there are more qualified applicants than spots available so you need to be a competitive applicant for the best chances.
can you afford OOS tuition?
It’s way to early for you to narrow down choices.
You need to run the npc on your targeted safeties and matches - you need two of the former and 3-5 of the latter.
You need to check whether your parents can afford the ‘net price’ at those colleges from income and savings.
You’ll get no financial aid at either SDSU or SJSU since you’d be OOS, so you need to make sure your parents can afford full cost at both.
