Do you send in your application, then you get interview details? In MyMIT for example, you get to create an account, specify an address, and then they assign an alumnus interviewer for you; I can't find an equivalent (or at least some way to contact an interviewer) on the Georgetown website.

for EA I think it is way too late, but for RD when you send in part 1 and they process you they send you a response with your chairperson, who in trun contacts you. All you do is send in part 1.

You send in Part 1 of the app, which is basically contact and demographic information, and they set up a file and notify your local alumni to begin arranging an interview. You then submit the main part of the app (Part 2) separately.
