My phase II telebears ended and I'm still on waiting list for a seminar. So that means I'm enrolled in three 4 unit classes, which equals 12 units. Can I just start my freshman year with only 12 units and if I don't get into the seminar, sign up for a deCal class? Is there a problem if I'm under 13 units when I start the semester?

Question one: Yes.
Question two: No.

Which seminar, misz? I was at 12.5 units, I'm on a wait list for Music 20a (2 units), so I decided to shop another 2 unit class just in case.

Engineers can take 12 units :)

er...I'm not an engineer... I'm #2 on waiting list for a psych seminar (1 unit)..I'll probably take a decal if I don't get in..

If you're under 13 units, financial aid might be pulled because you're an L&S student. So during the open hours of telebears, just register for any one unit class that you might enjoy or wait for deCal classes. (You can already register for deCal I think, because CCN is up).

You don't need to be at the 13 unit level for some weeks after school starts, so if I were you I'd just wait for a decal to start up, even though many of them wont give out ccn until the first class meeting.
