Based on his MyPennState portal - my son was accepted EA to Univ Park earlier this week. Yes - it appears they are doing some kind of rolling thing.

Ugh! We are waiting too! Daughters friend got in 4 days ago. She has 1500 SAT and 4.0 unweighted. My daughter has 1260 SAT with 3.78 GPA and has not heard yet

I’m not sure if students with the highest stats hear first or it’s based on when you submitted the application. I’m just surprised that there’s a rolling admissions. I didn’t realize that.

I believe Penn State has always been rolling but this year they called it Early Action rather than Priority Deadline (which was two years ago when my son applied - I think). They make it sound though like all decisions come out Dec. 24 rather than it being rolling. DD applied Sept 10 and has yet to hear… Ugh. 1330 SAT 3.98 W, College Liberal Arts for Econ BS. Of course her Oct Math SAT just went up 20 points but PSU just takes best sitting no superstore apparently.
Her friend applied beginning of August when apps opened… my daughter first week of Sept.

So it sounds like the kids who applied in Aug are hearing now.
Penn State does not process applications in order of receipt. It will not matter when you apply as far as decision date.
Penn State has always been modified rolling - which means if you apply by a certain date, you will hear BY a certain date. This year, they added in an early action and opened the application up a month early. So if you applied early action by November 1 - you will hear by December 24. If you apply by Nov 30, you will hear by January 31. That is their only promise. Otherwise, though frustrating, you will most certainly see people who applied later than you get a decision sooner.
The applications take different routes once arrived depending on major applied to, GPA, etc…and then they filter down to different admission reps. This is why they are not First In, First Out.

For reference (not trying to sound like a jerk) he is pretty high stats (1560 SAT, 4.1 GPA).
