My friend has been in a community college for several years but did not enroll on time iin the fall and now is tryng to enroll. Even though he has been studying at the college for several years the school is now saying he cannot enroll without a social security number. Is there a remedy for this? Another question is are there any online schools that allow study without social security number and allow you to take class by class and not sign up for a $25,000 program?

If he is an F-1 or J-1 student, he can apply for a social security number if he has a job offer from an on-campus employer. If he is on a visa that does not allow him to work, there’s no way to get a social.

That aside, the SSN requirement is just silly. Many international students don’t have SSNs. As long as he’s documented, there shouldn’t be any issues whatsoever. (I suspect that colleges can deny registration to undocumented students though.)

There is a forum here for online programs. You can find it on the main page where all if the forums are listed. Both Penn State and UMUC offer extensive online programs. You could start by reading their websites.
