For a group to function efficiently and effectively, and to allow tasks to run smoothly and successfully, it is almost mandatory to have a great many people running it. It is not possible for even the most able individuals to manage every detail and action of a large system.
This notion of shared control is evident in the surgical procedures I witnessed in my volunteering at the hospital. The entire surgical procedure, from pre-operative precautions and procedures to the actual surgery to the post-operative care, involves many people handling specific tasks. The nurses provide the pre- and post-operative care. The surgical theater involves a more specific breakdown of tasks. The certified registered nursing assistant delivers the anesthesia prescribed by the anesthesiologist; the surgical technician prepares the tools and equipment for the upcoming surgery; and the surgical assistant works with the surgeon to conduct the surgical operation itself. In this situation, an entire group of people are collaborating and ensuring that everything runs harmoniously and successfully.
My observations at the hospital can also be applied to the infrastructure of America's government. Although the USA has a single leader, known as the President, taking care of many domestic and international affairs, he doesn't do it on his own. There are many departments which focus on specific aspects of this country. The Department of Homeland Security focuses on immigration issues; the Department of Education focus on public schooling and students; the Department of Defense focuses on keeping the country secure from terrorism and war. The United States has becomes a wold super-power because it has divided up the management of it protean systems. This allow each group of people to focus on a smaller section of the whole and perfect the crucial details.
As can be seen, a single leader running a complex system effectively is not feasible. A great many people are needed to fulfill tasks smoothly and control issues effectively.
