Soonest I can possibly get into the neurobiology program?

I applied to UW with no particular major in mind, but I have since realized that I will almost certainly apply for the neurobiology major. According to UW’s neurobiology website’s page on admission (http://depts.washington.edu/nbio/admission):

“Beginning Autumn Quarter 2016 we will begin admitting up to 15% of our incoming class directly from high school. […] Admitted students must maintain satisfactory progress within the major required courses to begin the core sequence of courses which would typically begin in their junior year.”

I would have easily met all of the requirements for the neurobiology program as an incoming Freshman, so is there any way I can still apply to the neurobiology program as a Freshman? When’s the earliest I can get into this program? The fact that UW claims most students typically begin their neurobiology courses during their junior year worries me, as I am a high-achieving student and would like to begin studying my area of interest as early as possible.
