<p>Many Penn freshmen friends are already thinking about housing next year. What priority do second years have for housing: After all the frosh get theirs via lottery in May, or before? Where are the safest off-campus places?

<p>None, unless you want to stay where you are.</p>
<p>Housing priority basically goes by whether you lived in a house before. In January or so there is the selection period if you are staying in the same dorm. Those people get first priority. After that is the community living for people applying to live in high rises that did not live in them before. Finally there is the inter-house process - these people get the lowest priority and it is all based on how many rooms are left after the other two processes. Many people get placed on a waitlist and most of those people are sophomores. Everyone I know who was on the waitlist eventually got some housing though.</p>
