Are you at a disadvantage trying to transfer as a junior versus as a sophomore? and if you tried unsuccessfully as a sophomore should you even try again as a junior at those same schools or is it a waste of time?
stats on me: 31 ACT
3.8 GPA at top 10 liberal arts college

The general rule of thumb around here (and this is according to some stickies) is to apply as a sophomore if you had a great high school record. Rather, if you could get in to the school from HS. If your HS grades were not up to par, apply as a junior. A 31 ACT is pretty solid, though. Coming from a top LAC won’t hurt either.

Good luck!
