But what if, the ACT sets the curve based on the first, say, 500 tests. The SAT determines the curve based on samples, so why shouldn’t the ACT? I’m not saying that’s what the ACT does, but with the information we currently have at our disposal, it’s impossible to reach a logical conclusion.
