My question is would Umich-ann arbor be offended that i put Michigan Math and Science Scholars so low on my list? Also does the listing seem logical?

I would put those awards either in chronological or alphabetical order. I think Chronological order is best.

I think for the application you need to have them in order of importance though.

National versus State.......you might group them by some criteria.

i just put it chronically and bolded the important ones

I don't think you need that much... I talked to the admissions person and he said they will only truly look at 2-3, and the rest are just superflurous. They don't want to spend all the time looking at 20+ ECs, and then question the involvement in some of them.

It's not that big of a deal. Just follow the instructions - and put the most important ones first. They could care less if Michigan Math and Science Scholars is down the list.
