Spring Transfer. Please chance me. I'm desperate

I have been dealing with this transfer process for way too long. I've posted a few times and most likely will post another, but any advice is greatly appreciated. I hope i'm not being foolish in my endeavors. Here is my deal:

HS GPA: 2.9
SAT scores (Math 750, Reading 600, Writing 560) so 1350 and 1910

Freshman Year (Stevens Tech)
31 Credits
3.84 GPA (1st 3.67, 2nd 4.0)

Summer (Virginia Community College)
18 Credits
4.00 GPA

I applied to schools for fall 09 transfer (so with just my 1st semester grades)
and was Rejected from UVA, JMU
Waitlisted and eventually rejected from UNC
Got into and despite wanting to go, I couldn't afford it Villanova School of Business

I want to major in Business and will reapply in the spring and next fall. I plan on continuing my current gpa but obviously there is no guarantee. Only 18 of my 31 credits at Stevens were accepted at Villanova. I have a feeling that that will be the case anywhere, and so i opted to take summer classes for general electives. I will be continuing in the fall at community college and cover more gen eds.

For the spring I would like to apply to:
UVA (CAS for now) and William & Mary (CAS)
and I am considering the following:
Wake Forest (CAS), Emory (CAS), Boston College (Business School), and Richmond (Business School)

If none works out then i have to come up with a similar plan. But more or less what are your opinions on my chances. I will send my fall midterms, but i mean they are gonna make their decision with what i have now i presume. Thank you for any help. I know it was a bit long.

now that you have more credits and you’ve spent more time in college and are away from your HS years, i think you’ll have a better chance. last time, they only had one semester of grades to see your improvement whereas now there’s more.
