Regular is OK for RD.
When I applied, I only started sending additional score reports from early-January.

*All testing must be completed by January of the senior year in high school. If standardized testing is repeated, the Admissions Committee only considers your highest scores. Information and test registration forms may be obtained from your high school guidance office or by writing to the College Board or the American College Testing Program. Dartmouth's College Board number is 3351, and the ACT code number is 2508.

I think you have time to send regular if you do it right away.

Would I have to rush AP scores?

Remember that there is no longer any score choice so if you send your AP scores they will all be sent. You can actually hold off on submitting AP scores until you have been admitted and then only if you are looking to use your AP classes for credit or placement.
