Is it bad to start an activity junior year. Some of the activities I didn't really know about and I was too focused on studying and TV that I didn't see them. So if I was to join a few things this year would it seem bad. I really am interested in those things though.

Wow, you want to spend year of life for college? Do you eat and drink because it 'looks well on college app' as well?
Do what you find entertaining.

Join whatever you want. I joined stuff Senior year.

I was in the same situation, and I agree. Definitely do it. I can't say it won't look suspicious on college applications but if you really like it then you shouldn't have to be worried about being found "guilty" of trying to trick the colleges. Besides, some clubs have age restrictions and are only founded at a certain time (my school is just getting baseball this year, can colleges tell a kid he only joined in senior year to look good on college applications?) and colleges will just have to understand that.

I'm still joining stuff junior and senior years. Why not?

Yes, join. It's ok.

My kids have joined activities & co-founded some when the mood struck, including junior & senior years. Join (or don't) based on your interests, not "what looks good" or doesn't. Life is not a dress-rehearsal; enjoy your HS years.
