One of my students got a modest Wisconsin engineering scholarship with a 32 ACT – no financial need, not a minority. However, even with that scholarship, Wisconsin was still more than $35K, which is way above what the OP later indicated was practical. So, not a good choice even if he boosts his test scores this fall.
