OP’s son is cleanly in the grid for WUE at Wyoming: http://www.uwyo.edu/admissions/scholarships/non-residents/wue.html Total COA with WUE would be around $21K.
One of my students got a modest Wisconsin engineering scholarship with a 32 ACT – no financial need, not a minority. However, even with that scholarship, Wisconsin was still more than $35K, which is way above what the OP later indicated was practical. So, not a good choice even if he boosts his test scores this fall.
@twoinanddone thanks for your post on Wyoming. It convinces me that Wyoming should definitely be on the radar for families looking for a low-priced educational option. It’s very generous to good OOS students and its own residents (it’s almost free for residents.)
Thank you all for your posts. Definitely will consider Wyoming. I don’t know if he could really handle SDSM’s location. Hopefully he can raise that ACT score (took it in school in April during baseball season, so no studying was done). Only other “hook” I guess is he is URM but I don’t know how much that comes into play. I will post on UA forum and see what responses I get regarding the GeoScience program there.
CO State is also an up-and-comer and has invested a lot of money in science and engineering facilities - don’t know anything about their geology though. However, I do know a few kids who go and love it. Supposedly a lot of nice new facilities…
CSU Ft. Collins has some great programs and facilities, but even with WUE I think it would have a COA close to 29K (Actually, I just checked, and for fall 2015, with WUE, OOS COA is 33/32K.)

The NE can be stingy with merit to get costs down to that w/o NMF or higher stats or a lesser known school.

Don’t forget University of Montana in Missoula. They offered my D (3.6gpa, 33 ACT) a substantial scholarship that was better than our in-state prices here in WA. I can confirm the CSU cost offered to her, even with the WUE, about $32k/yr.
