If you don’t get a test from Huntsman, does that mean they don’t consider you?

I don't know but I'm in that situation.
I've emailed the Huntsman coordinators and will tell you their reply.

ok, nothing to worry about

The reply I got was:
"At the Huntsman Program we test for many different reasons. Not everyone applying for a particular target language will be tested depending on various considerations determined by the admissions office and the program. Being tested or not does not imply anything about your application status."

Did you guys choose to fall back on the College or Wharton?

I chose Wharton. Little chance of me getting in either but oh well.

by applying, you mean: you have applied for 2011 or that you will be applying for the class of 2012?
Good luck in your endeavor.
