I'm currently a senior, and I need to start a JSA chapter at my school. I received a scholarship to the summer camp on the grounds that I start a chapter. I also was interested in starting Mu Alpha Theta, but at this point, would it be a prudent decision to do that?

Since it's you're senior year, I wouldn't try to add on too many additional responsibilities to your load. If receiving a scholarship to the summer camp means starting a JSA chapter, I'd put my time into starting that. I guess it really depends on how you plan on spending your senior year. Will you be applying for a lot of colleges? Taking lots of AP/IB/honors classes? Applying for scholarships? From your previous posts, it looks like you're interested in Poli Sci. To me, it makes more sense to stick with just JSA and use the time that you otherwise would've put into Mu Alpha Theta to apply for as many scholarships as possible.

I know from personal experience that starting one club gave me plenty of responsibilities that my idea to start a second club (for senior year) didn't make too much sense, considering that most college apps are due during first semester. There wouldn't have been much substance for it on my apps. Instead, I used the additional time that I had to apply for tons of scholarships (using the first club as a strong example for most of leadership questions) and ended up winning enough to cover my college expenses. Anyway, I hope that helps. Good luck!
