well my dad moved to new york long about 2 years ago me and my mom are somewhere else
but he never bother to change his driver's license to new york's
so do i fill that he has been a resident in new york for two years even though his address on his id didn't change? and he owns a house there too so that makes him a resident right?</p>

<p>He is a NY resident. Residency isn't normally that much of an issue. Sometimes there will be posts about trying to get residency in a state so that the person can pay in-state tuition when their parents live out-of-state. It is a combination of where you pay rent, own property, pay taxes, have a driver's license, and so on. Certainly for the FAFSA, he is a NY resident. If he moved to NY two years ago and started paying taxes this year, say that he has been a NY resident for one year. It doesn't really matter on the FAFSA anyway. They are using it to obtain a cost-of-living index.</p>
