State residency?

<p>Hey guys, I didn't really know where to put this, so a gomen in advance if it's in the wrong spot. But I have a burning question!</p>

<p>Can I still claim residency in California even though:
- I've lived in Japan for the past ten years as a military brat?
(hence, I've never gone to school in CA)
- Have never visited CA since I left (which was about 14 years ago)?</p>

<p>My father does claim residency there, however, but there just seems to be so much working against that. I'm not too familiar with these sort of things, in any case.</p>

<p>if he claims CA residency, he probably pays CA taxes (that's how it worked when my dad was an officer).
