<p>Google the Academic Common Market. It lists 16 schools that participate. The catch is that the student must be planning to major in something that is not offered at a State Univ. within their home state.</p>

I'll second or third the Honors College at University of South Carolina.OOS students who receive ANY scholarship get tuition reduced to instate rates. NMF's are automatically given the Lieber scholarship (w/0 additional application) and if they are willing to slog through the intimidating Honors College/scholarship app could be eligible for lots more ..like the McNair (S is a recipient this year).Once admitted,students can receive additional funding from their major departments (S did, a complete surprise).Lieber scholarship comes with lots of perks,including 2,000 for study abroad, free laptop..this year an IBM Thinkpad,special housing if desired,an additional level of advisors.If your child is agreeable to a southern,larger, urban setting with rabid football fans take a look.Its a Capitol city with a decent airport,chain restaurants,malls,etc.Frats/sororities are present but not overwhelming. S's friends who wanted to do music w/o majoring are able to have ensemble seats/lessons.Not sure about quality of individual depts,S chose the school for Sports Management,Business programs are well known.Law School on campus with a combined program with the Honors College available.</p>

<p>The university of Nebraska - Lincoln has one of the largest Honors Programs in the Big XII (if not the largest)...</p>

<p>With your child's stats they should have no problem in earning a George Beadle Scholarship which pays for the difference between in-state and out-of-state tuition. UNL has no restrictions on the number of out of state students it accepts (hence the generous scholarships aimed at OOS). In addition, there are other scholarships available that seem like your child could earn fairly readily.</p>

<p>The Honors Program includes a book scholarship, has it's own residence hall (though not required to live there), and requires a thesis for graduation with honors. Lincoln itself is a great town of about 230,000 with a low crime rate for its size, and the University as a whole is really improving in many different areas.</p>

<p>University of Georgia's Foundation Fellowship program. Full ride (enough to cover books and living expenses with $ to spare), $9,000 for study abroad, $1,750 for research, free spring break trips to places like Italy and South Korea each year, and a guaranteed additional study abroad (also totally free) for a Maymester. Also, you get a network of faculty mentors, a range of dinner seminars on every topic imaginable, a community of incredible peers, and all the benefits of UGA's excellent honors program. </p>

<p>I'd give honorable mention to Alabama and Arkansas as other schools with honors programs worth taking a look at. South Carolina and Clemson also have some good scholarships as well.</p>

<p>If you live in the West look under Western Undergraduate Exchange, known as WICHE. They have many public college reciprocity arrangements within 11 states.</p>

<p>The list of colleges in the national organization is so long as to be almost meaningless for the purpose of picking a good honors program. Regarding reciprocity, it works for Wis and Minn because there is a lot of border crossing both ways, it helps fill some schools. The Wis-other states reciprocity does not include UW-Madison.</p>

<p>Check out the Barrett Honors College at Arizona State University. We were told by ASU that they are ranked in the top 5 in the US (may be ranked #1 now) for state honors programs.</p>

<p>I just heard that UGA is now going to make the common market available only to out of state juniors and seniors, because of a great deal of abuse. Students from out of state were coming to UGA listing some major that their state doesn't offer, coming here and promptly changing their major. Shame that a few bad apples ruin it for others.....</p>

<p>Notice the list of WI colleges does not include UW-Madison or Milwaukee. Just looked at the UW (madison) Honors website, the program is even bettter than in my day.</p>

<p>I'll throw in two schools. D1 is at LSU Honors College and D2 is at the University of Pittsburgh (participating in the Honors College as they don't consider anyone actually "being" in the Honors College). There are no scholarships per se attached to either of these Honors Colleges but if you qualify for Honors then the chances are good that you will get some kind of scholarship. D1 did not actually get a scholarship from LSU but she got the maximum TOPS that the state offers and they appear on the web site to be very generous in waiving OOS tuition for smart kids. The higher your stats the better your chances at getting all the way up to free ride, however there is no "guarantee" at LSU. If you meet the criteria they rank the applicants and hand out the money 'til it's gone so the actual "cut off" changes from year to year.</p>

<p>D2 got full tuition at Pitt plus an engineering scholarship. Pitt's engineering school has its own scholarship fund that adds extra money for (obviously) engineering majors.</p>

<p>Both schools have lots of opportunities, but the kid must be aggressive in pursuing them. Lots of good advising, and for the record LSU is dirt cheap to begin with so it is very affordable for OOS who are willing to give it a try.</p>

<p>These colleges offer in state minnesota tuitioin to everyone. A full year of tuition room and board is not much over $10,000</p>

<p>OK, I'll chime in here with wife's & my alma mater, The University of Iowa. OOS tuition is very reasonable for a Big Ten (Big 12?) school, about 18K. A top 10% class rank and a high ACT gets you another $2500 automatically. D is a sophomore & was also accepted with a 1K scholarship to UIUC, and we figured that even being in Illinois, the cost difference for her to attend Iowa was only about 4K more out the door.</p>

<p>Lots of strong points about UIowa. Great teaching hospital, nationally ranked programs include #2 Physician's Assistant program, #5 Physical Therapy, #1 Writer's Workshop, #2 Actuarial Science, among many other solid fields.</p>

<p>And then there's the 'town' of Iowa City, which has grown into quite the metropolis since my attendance in the 1970's. If it was fun & funky then (and it was), it's totally up-to-date & thriving now, on a par with Madison, Ann Arbor, Bloomington. Plenty to do, not overly Greek, and with the meandering Iowa River splitting the campus, it doesn't seem that big & retains a small-college feel for its 20,000+ students.</p>

<p>No, actually I just thought it a bit ironic that the Big Ten is referred to in that manner, when athletically the conference contains eleven teams.</p>

<p>University of Maryland Baltimore County (UMBC) is a terrific school. I served as counsel to the school for many years and had several students serve as interns in my office. They were extremely bright and engaging students who loved the school. The school's president, Freeman Hrabowski, is one of the most energetic, passionate and visionary people I have ever met, and I have worked with many college and university presidents. UMBC is really diverse (in all senses of the word) and has a very dedicated faculty. Not only is it strong in the sciences, but it has a wonderful public policy program as well as a strong arts program, among others. I echo the poster's comments about St. Mary's College of Maryland. You can get a great education at both places at a great price.</p>
