State Schools and Financial Aid

Do State Schools (University of Virginia, University of North Carolina, etc.) usually give financial aid to students that are out of state?

Thanks.

They probably do, but it most likely isn't very good. I'm not very sure; I would like to learn more about state schools' financial aid policies for out-of-state students as well.

I was under the impression that all schools gave out aid based on need alone, but in -state students are favorites for merit scholarships. At least, that is how it works in South Dakota. Like Lu Jinny said, you should probably look up aid info for specific colleges.
