Are there any state universities that offer instate tuition to qualified out of state students?

We have found some that offer instate to neighboring state students, but wonder if there are any that will offer instate to qualified students regardless of their out of state residency.

University of Wyoming employs a system that gives out of state students large tuition breaks depending on some combination of test scores and gpa/rank (as I remember). At the top, I think the OOS tuition is pretty close to in-state.

I don’t know where you live, but the University of Arkansas gives in-state tuition to residents of five or six states–most, but not all, are contiguous (Kansas, for example)–who have an ACT score of 24 and gpa of 3.25 (3.5 for business school.)

There are some other state universities that give very generous merit aid to OOS students who can maintain high academic standards. My daughter is an OOS student at Kansas State University and receives 1/2 of her cost of attendance in merit aid, which brings K-State’s pricetag to less than it would have cost us to send D to our in-state public flagship university. Colorado State University and the University of Missouri-Columbia are also pretty generous in this regard. If you’re coming from the Northeast, and you’re a strong student, some Midwest publics can be a real bargain.

Son’s best friend visited U Arkansas and learned of this.

We are from Louisiana, but son is not interested in going to school in the South.

Son has good stats, 31 ACT, 2100 SAT, top 20 percent of class, lots of ECs.

University of Washington, one we’re considering, does not list any scholarships and I’ve found no info from their forum, so if anyone knows about it, please chime in.

Thanks for the other link. I’ll be sure to check it out.
