<p>Fill me in: they sent an email concerning acceptance/rejection? This is all new - they have not sent mass emails about decisions in the past (to go with LOTS of new procedure this admissions season). When did you receive it, and what was the gist? Was it an acceptance 
, or bad news

It was to international applicants due to the delay in mail getting abroad
It simply apologized for the fact that the mail was very slow and attached was your decision letter</p>
