The school is starting to frustrate me

I'll be a first-time freshman in the fall, and I still have NOT recieved a financial aid package yet. As far as I know, all the other incoming freshman recieved theirs in March and April. I turned in all my financial aid stuff in February, and there is no reason why they should've waited so long. I've already called the Office of Financial Services twice, and they told me there's no hold on me or anything. They said it's the woman in charge of my financial aid just hasn't got around to it. The second time, they said they sent this woman an e-mail letting her know that I've contacted them twice. This was a week ago, and I STILL have not gotten an offer. My parents are both unemployed, and I have no college fund. I'm relying strictly on my valedictorian scholarship(pays full tuition). So it's kinda crucial that I have enough financial aid to cover my housing and books, otherwise I'll have to attend another college. Unfortunately, the school officials are too lazy to make me an offer.
Is there anyone else in the same boat?
