This is a question best suited for Rice admissions. They will be able to answer it definitively.

Re: your chances, it won’t hurt you much (if any). I requested one but was not able to find an alumni nearby who could do it in the necessary time - still got in.

The deadline to request an interview was Dec. 15th. I second @Antarius’s advice to contact admissions. FYI my interviewer implied that he already had all his “interviewee” assignments, so you might be out of luck. But good luck anyway…

I emailed the admissions people with this question and it is indeed too late. December 15th was the absolute deadline for alumni interviews, even phone/skype which I’ve heard of people doing. They repeated that not doing one doesn’t negatively affect you…but it can’t be the best thing in my opinion since they seem to really value demonstrated interest. I did get an email (and believe many others did as well) offering an on-campus interview at the end of January. Sadly I can’t fly all the way there so it is what it is, hopefully my essays painted a good enough picture of my personality and interest in Rice.
