I applied to this UNIVERSITY on Dec 15 which was the deadline itself.
I have been WAITING so long.
On April 28, I got an email from the head of the department.
He said we have reviewed your APPLICATION but we have a question. He was asking about my GPA. I had my master from UK and the grade system there is totally different from that of USA. So he asked me to explain the difference. I replied to his email the same day but I have not got any news from him so far.
Should I email him asking about my application status? or just contact the ADMISSION office ? or just wait ?
I was also worry that my email got into his junk mail
10 days later, I emailed him asking if he had received my email. He answered yes we received it and have acted on your case. I also called the graduate admission office, they said in two you will hear from us.
WHAT DOES THAT MEAN ?
It means exactly what they said it means.
For some reason, the program you applied to doesn’t make decisions until late April. Or maybe you were on the waitlist or a backup candidate, and their first choice declined. Then the program realized that they had a question about your GPA - they wanted to ensure that it was within the range they were willing to accept - so they emailed you to ask you about it. You emailed back, didn’t hear, a week and a half later you emailed to check in and they said they would get back to you.
If you got the original email and responded on April 28, and then waited 10 days, that means that you got the last set of messages today. They have already told you that they will let you know whether or not you’ve been accepted into the program in two days (I’m assuming you’re missing a word above). I would assume that means two business days, so I would expect to hear from them by May 13 at the earliest. However, I would give them one full week of cushion - May 15.
On May 15 (so next Friday), you can email them again and concisely and politely explain that you’d like to know the status of your application so that you can notify other programs, or notify your employer, or whatever else kinds of things you need to do before you start.

They have already sent acceptances and rejections in Feb and March.
He said we have acted on your case. I think he means we have made a decision.
Why he did not tell me the result!

what do yo think guys: do I have a good chance?
We have zero idea. First of all, we don’t even know anything about your background/package/stats, and second of all, even if we did, we don’t know who you are competing with.
The professor said they have “acted” on your case. That doesn’t mean that they’ve made a decision, because if they had, why would they wait 2 weeks to tell you? It might mean that they’ve added a note to your portfolio about the GPA issue and that they are preparing to review your application. It might mean that they’ve accepted you but are waiting on the graduate school to approve you. They might be waiting for the results of a funding decision to come through before they can accept you. It could be literally anything; there’s really no way to know unless you ask them. You could politely ask them what the status of your application is or what the hold up is for (in better words than that, of course).
If the program already sent rejections and acceptances in March, my guess is that you were on an unofficial wait list. Another student was accepted back in February, but for whatever reason decided not to attend the program anymore (maybe they got accepted to a better program later or maybe they decided not to go to graduate school at all). So they went back to their original list to see if there were any candidates who might still want to come, and you were next. It’s just a guess - there’s no way to know unless they’re willing to tell you.
