Strange PR writing question

Depending on one's point of view, the proliferation of the television is either a great advance in communication or an unmistakable sign that the [decline in high culture begun before the War is still continuing].

(A) same
(B) decline of high culture begun before the War is still continuing
(C) decline of high culture that began before the War is continuing
(D) decline in culture in high places that began before the War is continuing
(E) declining culture in high places that began before the War still continues

See if you can figure this out...

EDIT: thanks 888888888

Does the 4th one suppose to be D? I choose D even though it sounds awkward.

I'm going with C but I'm not certain.

I choose C too!

I say C as well.

I'd say C.

Yes, C is the correct answer, but why? To me none of the versions made any sense. What is this "before the War is still continuing"!??!

You're grouping the words together incorrectly. It should read: "the decline of high culture that began before the war" "is continuing." So in other words, the decline of high culture is continuing, not the war.

Ohhh, I now see. I should've ignored the phrase "that began before the War high". Thanks for clearing that up Ruella76.

C................................................................
