@Corbett yes, by “Germanic heritage” I was lumping in Norwegian/Swedish-heritage colleges, which tend to have strong German programs as well, since Scandinavian languages and German are closely related 
U of Minn Morris might be an option as well, although OOS tuition is now $2000 more than in-state, and the state government is considering raising in state tuition for the U of M- TC at least. Not sure if that’ll affect the other four campuses or OOS.
