Study Abroad in Rome...?

I'd like to study abroad in Rome. I don't know Italian and I'm only a freshman. My parents would most likely only go for a semester ( dad willing for longer, mom isn't! ). I know no Italian but will have taken french 1/2 by the time I'd go. Maybe even french 3. I just have a few questions, I appreciate whatever you can answer:)
1. Reputable Programs? ( I'd prefer one where i didn't have to make a list of 3 different countries since I'd rather not pay big money for a country I don't want to visit)
2. Will Rome/Italy be okay if I only know French & English?
3. What is the cost ( if you have experience) total including the student's "fun" money or the money for restaurants, shops, movies, etc- combined with the cost of your semester or year?
4. Year or semester- Or summer?
5. Would senior or junior year be better with college ap's & all that cool- college info that are really annoying?
6. Safe? I'm a girly-girl who could rough it up but would be better with a family who's floor wasn't dirt (haha) and I heard a story about a girl who was expected to work full time at the family's- I Know you could always report it but is this normal??
7. Freedom- Am I allowed to travel through Rome like to fountains & things on the weekends? I know this depends but I'm just wondering if it's usually different. If I could go out to eat myself, walk around and everything. I'm independent even at age 14 & would find it partially annoying to be followed to go try local drinks & toss pennies into fountains. :)
Anything else I should know?
Thanks in advance!

oh and im in high school too if that effects things.

usually for high school programs you don’t get to pick a city, FYI… You go where there’s host families… For me I really wanted to stay in Northern Italy… but I didn’t have a choice and ended up in the DEEP south…

There might be programs where you do get to pick the city but the one I went through I didn’t get it pick.
