Studying Mandarin in China

Hey everyone I'm in Beijing right now but I want to move to a new city to study Mandarin. I know a lot of people will try and tell me to stay in Beijing but its simply too expensive and there are way to many foriengers here already... I've been looking into studying in Harbin as I've heard that there Mandarin is the most clear, even better than Beijing. Basically I want to find somewhere that isn't that expensive and can put me up in a dorm. If anyone has any experiences they want to share or cities/schools to recommend that would be awesome. I don't want to pay a ton of money as some of these schools seem WAY to over priced. Any advice is good advice so I'm welcome to all feedback. I'm also looking for a school that is more conversation/listening based but still with reading and writing.

Thanks a lot in advance.

One of the main reasons I don’t want to study in the big cities is because I want to go to an area where I have to force myself to use Mandarin in everyday life. In Beijing its much to easy to get by speaking english.
