<p>It might be. But I would think that both letters would say ‘In case you applied to multiple schools, notify us immediately if you accept another school’s offer.’ But then again, they might not.</p>

in your example, you would need to make a deposit at school #2.
you can choose to remain on the wait list at #1, but if you get in
and decide to go there, you lose your deposit at #2.</p>
