Submit ACT, but not SAT?

DS and I were reading up on app requirements at a few of his potential schools. He has taken both the SAT and the ACT, and has found that the ACT is a better test (equivalent to almost 200 points higher than the SAT) for him. The only reason he actually took the SAT is because he is a potential NMSF (and he did well enough on the SAT that he could qualify for NMF). But, when we were looking at app requirements, a couple of schools said that an applicant must submit ALL standardized test scores. I have read on here before that only means that the student must submit all of one test scores - either all ACT or all SAT results. But, in DS's case, if he were to submit just the ACT, the college would certainly know that he took the SAT too, due to NM.

Here is how it is worded on the application instructions -
All scores required
•
If you take both tests, all scores
required from both
•
Individual sections will be super-scored

So, should S take the SAT again and try to bring up those scores to be more in line with his ACT score?? I know that CW seems to be that the school will only consider the highest scores, but can't help wondering if that is really true...

Don’t worry. Schools will look at the better of the two. In addition, if he could qualify for NMF, there is nothing you need to hide in SAT. If he took SAT2, the SAT1 scores will be sent too so there is no extra cost.

Thanks, billcsho!
